WhatsApp Business Pricing Updates Effective October 1, 2026

What’s Changing in WhatsApp Pricing and Why Does it Matter for Businesses?

Meta periodically updates pricing on the WhatsApp Business Platform, and it has published a set of changes that take effect on October 1, 2026. These updates affect how much businesses pay to send marketing, utility, authentication, and for the first time service messages to WhatsApp users, and they affect where in the world those charges apply.

October 1, 2026 WhatsApp Pricing Update at a glance

  • Service messages become chargeable — For the first time, Meta will charge for service (free-form) messages sent within an open 24-hour customer service window, at utility/authentication rates by market, but with a new free monthly allowance of 1,000 messages per business phone number.
  • Rate card updates — Routine quarterly increases and decreases to marketing, utility, and authentication rates in specific markets.
  • Newly standalone markets — 9 additional markets move out of their regional “Rest Of” pricing group and get their own market-specific rates and volume tiers, plus new authentication-international rates.
  • Utility messages within an open window become chargeable — Utility template messages sent as a response to a user inside an open customer service window, which have been free since July 1, 2025, will now be charged.

What Changes on October 1, 2026 (In Detail)

Service messages will be charged for the first time

Effective October 1, 2026, Meta will charge on a per-message basis for service messages (previously free-form, non-template messages sent inside an open customer service window).

  • Rates for service messages will be the same as utility and authentication rates, by market.
  • New: Meta is introducing a free monthly tier of 1,000 service messages per business phone number. Charges begin only from the 1,001st service message delivered in a given month.
  • These 1,000 free service messages do not roll over if unused, and reset monthly, separately for each business phone number.
  • There is no change to when a service message can be sent. It can still only be sent inside an open 24-hour customer service window, which opens and resets with each user message.

Utility messages inside an open customer service window will be charged

Effective October 1, 2026, Meta will charge for utility template messages sent inside an open 24-hour customer service window. These have been free previously. 

  • There is no change to when a utility message can be sent. Businesses can still use a utility template to either proactively reach out to users or respond to them, whether or not a customer service window is open.
  • Utility messages sent outside an open window continue to be charged as before.

Business Impact & Steps to be Taken – For Existing Picky Assist Users and Other Users (Important)

Rate card updates across specific markets

As part of Meta’s regular quarterly pricing cycle, the following rate changes take effect October 1, 2026 (12am by WhatsApp Business Account/WABA timezone).

Nine markets become standalone (move out of “Rest Of” regions)

Meta announced on May 27, 2026 that 6 markets would become standalone as of July 1, 2026, and at least 9 more. 

Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka, and Ukraine would become standalone as of October 1, 2026. 

Until now, messages to these markets were charged the rate of their broader regional group (e.g., “Rest of Middle East”). From October 1, 2026, each gets its own market-specific rate.

Practical Effect: If you message users in one of these 9 markets, your monthly message counts for volume-tier purposes will start accruing separately for that market instead of being pooled with the wider region, which can change which discount tier you’re in.

Authentication-international rate eligibility expands

Certain countries carry a separate, higher “authentication-international” rate that applies when a business is not primarily authenticating users local to that market. Meta is expanding the number of markets with this rate from 9 to 18, in two steps:

  • Meta will continue to provide 30 days’ eligibility notice before authentication-international charges begin for a given business.
  • A business is charged the authentication rate (not authentication-international) in one of the 18 markets, based on its Primary Business Location.

What Businesses Should Do to Prepare for Upcoming WhatsApp Pricing Changes in October 2026?

  • Map your message mix. Break down your current monthly WhatsApp volume by category (marketing, utility, authentication) and by whether utility/service messages are sent inside or outside an open customer service window. The inside-window volume is what newly becomes billable.
  • Check whether you message any of the 9 newly standalone markets. (Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka, Ukraine) or the newly-affected authentication-international markets, and review the specific rate movement for each.
  • Plan around 1,000 free service messages per phone number, per month. If you operate multiple business phone numbers, each gets its own allowance. Consider how your traffic is distributed across numbers.
  • Revisit template categorization. Since charges follow the category assigned to a template at time of use, and businesses are responsible for reviewing that categorization, confirm your utility and authentication templates are categorized correctly ahead of October 1.

1. Are WhatsApp service messages becoming chargeable?

Yes. From October 1, 2026, Meta will charge for service messages sent within an open 24-hour customer service window. Rates will match utility and authentication rates by market.

2. What are the steps I need to take at my end? 

Make sure you have enough money in your Picky Assist Wallet to send service messages , if you are mainly focused on chatbot or human replies. 7. What does a “standalone” market mean?

Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka, and Ukraine will receive their own rates and volume tiers from October 1, 2026, instead of being grouped under broader regions.

8. What is the authentication-international rate?

It is a separate authentication rate that may apply based on a business’s location and authentication traffic. From September 1, eligibility expands to 18 markets. Meta provides 30 days’ notice before charging eligible businesses.

9. Where can I find exact message prices?

Meta publishes market-specific rate cards and volume-tier tables in CSV and PDF formats, including rates for INR and other billing currencies.( Link to meta pricing table)

10. Do these changes affect how messages are sent?

No. The October 1 changes primarily affect pricing, not message eligibility or sending rules. Messages that were previously free in these cases will become chargeable.
